Accessibility
active on a link sets aria-current (ITM-3). The default link story expects role="link" and aria-current="true" only when active is set.
Clickable rows put a button inside the li (ITM-2). A collection owner can set the button role (menuitem, menuitemcheckbox, menuitemradio, or option), listItemRole="none" on the li when the owner role must not see list items (as menu does), tabIndex for roving focus, aria-checked for a checkable role, and aria-selected for option (ITM-9). Link and static rows do not take those props.
Disabled rows stay non-interactive and paint --color-fg-disabled (ITM-7). Keyboard focus uses :focus-visible only (ITM-10).
actions controls sit outside the row host. Tab order is the host, then the action group. On fine pointers the group is hidden with opacity: 0 but stays focusable; focusing a control reveals it via focus-within (ITM-14). Wrap controls in ItemActions for a named role="group". A disabled row still leaves actions usable.
